In the early evening of November 10, 2015, the sound of gunfire shattered the relative quiet of the Century Plaza Apartments in Hampton, Virginia. When police responded to the scene at approximately 6:52 p.m., they discovered the body of 21-year-old Steven Harris, a Black male, lying in the parking lot.
