Jacoby Austin Behny, a 20-year-old male, was fatally shot on the evening of October 15, 2018, in Hampton, Virginia. Responding to a call of shots fired at approximately 8:42 p.m., officers discovered Behny with gunshot wounds in the 2619 Kecoughtan Road area, where a crowd had gathered.
