Robert Franklin Baytops IV, a 22-year-old resident of Horntown, Virginia, tragically lost his life on February 4, 2016. Baytops, a 2012 graduate of Chincoteague High School, was fatally shot outside a home on Raymond Townsend Lane in Horntown.
