In the early morning hours of July 30, 2016, the life of 25-year-old Justin A. Neal was tragically cut short in a violent encounter in Norfolk, Virginia. Responding to reports of gunfire in the 1900 block of Greenleaf Drive, police discovered two men suffering from gunshot wounds. Both were transported to Sentara Norfolk General Hospital, where Neal, a Black male, succumbed to his injuries. The second victim survived the shooting.
The investigation into Neal's death led authorities to identify Ricardo Spencer as a suspect. Following a six-month search, Spencer was apprehended by U.S. Marshals in Maryland. He was subsequently charged with first-degree murder, unlawful wounding, and two counts of using a firearm in the commission of a felony in connection with the shooting that resulted in Neal's death.
Ricardo Spencer's case proceeded to trial at the Norfolk Circuit Court, where a jury found him guilty of all charges related to the incident. After his conviction, the jury recommended a lengthy sentence of 59 years in prison for his role in the death of Justin A. Neal.
