In the early morning hours of July 30, 2016, the life of 25-year-old Justin A. Neal was tragically cut short in a violent encounter in Norfolk, Virginia. Responding to reports of gunfire in the 1900 block of Greenleaf Drive, police discovered two men suffering from gunshot wounds. Both were transported to Sentara Norfolk General Hospital, where Neal, a Black male, succumbed to his injuries. The second victim survived the shooting.
