Devon C. Falconer, a 26-year-old male, was fatally shot in his vehicle on the evening of Tuesday, November 21, 2017, in South Richmond, Virginia. Just before 6 p.m., police were dispatched to the 2800 block of Broad Rock Boulevard where they discovered Falconer with gunshot wounds. Despite the efforts of first responders, he was pronounced dead at the scene.
The incident also resulted in a second man being shot; he independently went to a local hospital for treatment of a non-life-threatening gunshot wound. Investigators later confirmed a connection between the two shootings.
In the course of their investigation, Richmond police identified a suspect, Domencio A. Singletary, then 23 years old. Singletary was taken into custody in December 2017. He was initially charged with malicious wounding and the use of a firearm in the commission of a felony. By January of the following year, the charges against him were upgraded. A grand jury indicted Singletary for first-degree murder and an additional count of using a firearm in the commission of a felony in relation to Falconer's death.
