Lee David Lipps, a 34-year-old resident of Pennington Gap, Virginia, tragically passed away on August 28, 2018. Born on November 11, 1983, in Big Stone Gap, Virginia, Lee was known for his close ties to his community. He was preceded in death by his father, Carl Lipps, his foster dad, Chuck Rowles, and a brother, Ernest Jack Lipps.
