Cedric Breyan Carter, a 22-year-old resident of Hampton, Virginia, tragically lost his life on May 12, 2019. The incident occurred in the early hours of the morning, around 2:40 a.m., in the area of Nickerson Boulevard and Bridgeport Cove.
