In the early hours of July 9, 2019, the life of 23-year-old Isaiah D. Bond of Norfolk, Virginia, was tragically cut short in the Norview neighborhood of the city. Police responded to a call of a shooting on Alexander Street around 12:45 a.m., where they found one man suffering from gunshot wounds. Shortly after, a second call led them to the 1200 block of Strand Street, where they discovered Isaiah Bond, who had been shot to death.

Holley, was transported to a local hospital with non-life-threatening injuries. In the course of their investigation, authorities arrested Holley and charged him with second-degree murder, use of a firearm in the commission of a felony, and possession of a firearm by a convicted felon in connection with Bond's death. Investigators found two guns at the scene, and neighbors reported hearing multiple gunshots and seeing a man flee the area. A car with bullet holes in the back window was also towed from the scene.
However, the legal proceedings took a significant turn in the months that followed. On February 14, 2020, the charges against Shakir H. Holley were dropped. Prosecutors withdrew the charges after the investigation concluded that the shooting was a result of a self-defense situation between Holley and Bond. The court granted the motion to nolle prosequi the charges, bringing the criminal case to a close.
