In the light of a Richmond morning on October 9, 2019, Isaiah R. Baker, a 27-year-old Black man and an army veteran, was fatally shot. The incident occurred around 11:25 a.m. behind an apartment building in the Gilpin Court neighborhood, specifically in the 100 block of W. Hill Street.
