In the light of a Richmond morning on October 9, 2019, Isaiah R. Baker, a 27-year-old Black man and an army veteran, was fatally shot. According to his mother, Isaiah was in the neighborhood visiting his cousin at the time of the shooting, suggesting he was
tragically in the wrong place at the wrong time. Prior to his death, Baker had served his country in the United States Army, with deployments to Guam and Hawaii.
