In the early morning hours of January 9, 2021, the life of 43-year-old Alfred M. Robinson of Chesapeake, Virginia, was tragically cut short. Just after 5:00 a.m., dispatchers received a call reporting a gunshot disturbance in the 200 block of Poplar Avenue in Norfolk. When police officers arrived at the residence, they discovered Robinson inside, suffering from a gunshot wound.
Despite the efforts of first responders, he was pronounced dead at the scene.
The investigation into the shooting moved swiftly. The day after Robinson's death, Norfolk police announced the arrest of a suspect. Elkay A. Payne, a 43-year-old Norfolk man, was taken into custody and charged with second-degree murder and the use of a firearm in the commission of a felony. Payne is currently being held in the Norfolk City Jail without bond.
While an arrest has been made, detectives have not yet released a motive or the specific circumstances that led to the fatal shooting. The investigation remains ongoing, and authorities have encouraged anyone with information about the incident to contact the Norfolk Crime Line.
