On a summer evening in Norfolk, Virginia, the life of 38-year-old Norman Elijah James was tragically cut short. On July 16, 2021, in the parking lot of a 7-Eleven on Tidewater Drive, James was fatally shot. The incident prompted an investigation by the Norfolk Police Department, who quickly began searching for the person responsible for the senseless act of violence that shattered the peace of the community.
