In the early morning hours of October 26, 2023, the quiet of a Norfolk, Virginia neighborhood was broken by a grim discovery. It was around 8:00 a.m. in the 6900 block of Bonnot Drive when police responded to a call about an unresponsive man. Upon their arrival, officers found 20-year-old Lamarion O. Budd, a Black male, suffering from a life-threatening gunshot wound.
