In the autumn of 2021, the life of a young woman was tragically cut short in Norfolk, Virginia. Rikeria D. Bibbins, a 25-year-old female, was fatally shot on the afternoon of September 29, 2021. The incident occurred in the 700 block of Rockingham Street, where first responders found her with a gunshot wound.
