On a tragic Friday evening in Norfolk, Virginia, the life of 20-year-old Dominique J. Brooks was cut short. On October 1, 2021, around 8:45 p.m., dispatchers received a call about a gunshot disturbance in the 1000 block of W. 39th Street.
