In the early hours of a cold January morning in Virginia Beach, a fatal encounter unfolded, forever altering the lives of two families. It was January 30, 2022, when 50-year-old Kevin Boone was found unresponsive in his vehicle. The initial call to police reported a single-car crash on Oceana Boulevard, but upon arrival, officers discovered a grim reality.
