Devin Earl Bell, a 20-year-old resident of Virginia Beach, Virginia, tragically lost his life on November 29, 2018. The incident occurred in an apartment complex located about a mile from the Oceanfront. On that fateful day, police responded to reports of a person suffering from a gunshot wound in the 1100 block of Lands End Way.
