In the fading daylight hours of a November afternoon in Virginia Beach, Virginia, the life of 20-year-old Devin Earl Bell was brought to an abrupt and violent end. On November 29, 2018, in the parking lot of a condominium complex on Blackduck Court, Bell was fatally shot.
