On the evening of February 28, 2022, 83-year-old William I. Moore, a retired Norfolk Police Sergeant, was fatally shot in his home in the 9200 block of Phillip Avenue. Responding to a report of two gunshot victims around 8:20 p.m., Norfolk Police officers found Mr. Moore deceased at the scene from life-threatening gunshot wounds. A second victim, a 63-year-old woman who was later identified as his daughter, was also found with critical gunshot wounds and transported to Sentara Norfolk General
Hospital.
The investigation led to the swift arrest of two 19-year-old men, Andra Brown and Xavier E. Hudspeth, both of Norfolk. Investigators determined that Hudspeth, an employee of a cleaning company, had been dispatched to Mr. Moore's home on two prior occasions. During these visits, he became aware of Mr. Moore's firearm collection and plotted to steal it. Hudspeth enlisted Brown to be the 'triggerman' in the robbery, as Mr. Moore and his daughter would recognize Hudspeth. On the night of the murder, the two men went to the residence. When Mr. Moore answered the door, Brown immediately shot him once in the head and twice in the chest.
After shooting Mr. Moore, Brown encountered his daughter, Connie Hubbard, who had opened her bedroom door after hearing the gunshots. Brown then shot her in the face. Ms. Hubbard fell to the floor but remained conscious, hearing Brown rummage through her father's belongings and a second voice say, 'Dude, what did you do?' She pretended to be deceased until the two men left, at which point she checked on her father and then fled to a neighbor's house for help. Ms. Hubbard survived the attack but lost her left eye.
Both Andra Brown and Xavier E. Hudspeth were charged with second-degree murder, malicious wounding, and two counts of use of a firearm. Andra Brown later pleaded guilty to first-degree murder, aggravated malicious wounding, use of a firearm, and conspiracy. He was sentenced to 33 years in prison. A Norfolk jury convicted Xavier E. Hudspeth of second-degree murder, armed burglary, and related charges. He was sentenced to 36 years in prison for his role in the deadly home invasion.
