On the night of March 31, 2022, a dispute in the parking lot of the Westside Village Apartments on Sinai Road in South Boston, Virginia, ended in the tragic death of 32-year-old Lamar Ballou. An African American male, Ballou was discovered by police officers responding to a call at approximately 11:30 p.m. lying near Building 9 of the complex, having sustained multiple gunshot wounds.
Investigators believe that the fatal shooting was the culmination of a physical altercation between
Ballou and at least two other individuals. Evidence gathered at the scene, including numerous empty pistol cartridges, pointed to a violent confrontation. Neighbors in the apartment complex were interviewed as police began to piece together the events that led to Ballou's death. The South Boston Police Department assured the public that they believed this was an isolated incident and that there was no ongoing danger to the community.
Thanks to tips from the community, investigators were quickly able to identify a suspect in the case. On April 3, 2022, 24-year-old Rashad Stovall of South Boston was apprehended at a residence in Chesapeake. Stovall was taken into custody without incident and charged with second-degree murder, possession of a firearm by a convicted felon, and the use of a firearm in the commission of a murder. He was held without bond. Ballou's family, while grieving their loss, expressed a sense of relief at the prompt arrest and looked toward finding justice for Lamar and focusing on the well-being of his children.
