In the early morning hours of September 7, 2022, the life of 29-year-old Khalif Ligon, a Black male, was tragically cut short on a street in Newark, New Jersey. At approximately 1:49 a.m., police responded to reports of a shooting on the 100 block of Roseville Avenue. Upon arrival, they discovered Ligon suffering from a gunshot wound. He was rushed to University Hospital, but his injuries proved fatal, and he was pronounced dead at 2:17 a.m.

Homicide/Major Crimes Task Force, in conjunction with Newark detectives, immediately launched an investigation into the shooting. Their efforts led to a significant breakthrough a little over a month later. On October 21, 2022, authorities announced the arrests of two men from the neighboring city of East Orange in connection with Ligon's death.
The suspects were identified as 37-year-old Jamaal Mahorn and 40-year-old Buddy Randolph. Both men were charged with murder and conspiracy to commit murder. Mahorn faced additional charges of unlawful possession of a weapon and possession of a weapon for an unlawful purpose. Randolph was also charged with resisting arrest in addition to the weapons offenses. The investigation into the circumstances that led to the fatal shooting remained active and ongoing following the arrests.
