The incident unfolded as Deputy Blair was transporting a 22-year-old man, Joaquin Steven Blackwell, for a court-ordered mental health evaluation at the Region 8 Mental Health facility. During the transport, investigators believe Blackwell managed to overpower the elderly deputy, seize his service weapon, and shoot him. After the shooting, Blackwell fled the scene on foot, sparking an extensive manhunt involving multiple law enforcement agencies. Following an intense search, Joaquin Steven Blackwell was arrested and subsequently charged with capital murder in the death of Deputy James Blair.
