In the early morning hours of March 8, 2016, the quiet of a Milwaukee neighborhood was broken by the discovery of a man's body lying in the street. The victim was identified as Marvin H. Williams, a 38-year-old Black male. Police were called to the 4000 block of West Concordia Avenue around 2:00 a.m., where they found Mr. Williams suffering from multiple gunshot wounds.
