In the early morning hours of July 18, 2015, a violent act shattered the pre-dawn stillness on Interstate 5 near Mount Vernon, Washington, claiming the life of 20-year-old Leonardo Salinas-Lopez, a Hispanic male. He and his 21-year-old cousin, Miguel A. Lopez, were traveling northbound, heading home from a party.
