On the night of July 11, 2016, a burst of violence shattered the quiet of a Kansas City, Kansas intersection, leaving a young man's life cut tragically short. Mark A. Payne, a 26-year-old Black / African American male, was shot multiple times near 10th Street and Kimball Avenue at approximately 10:45 p.m. The fatal shooting marked the 82nd homicide in the metropolitan area that year.
