Edward M. Toatley, aged 37, was tragically killed on October 30, 2000, in Washington, DC. Toatley, a Corporal with the Maryland State Police, was conducting an undercover narcotics investigation at the time of his death. He had been deputized as a federal agent to participate in a regional narcotics task force operating in Maryland and Washington, DC.
