Edward Toatley, a 37-year-old Black male, was a dedicated Maryland State Trooper with 16 years of service. He was also the president of the Coalition of Black Maryland State Troopers. On the evening of October 30, 2000, Toatley was working undercover as part of a joint federal and local narcotics task force in Washington, D.C.
