On the morning of May 28, 2015, Pedro Melendez Alvarado, a 50-year-old Hispanic man, was driving to work in Washington, DC, during the busy rush hour. As he traveled along northbound I-295 near Exit 1, another vehicle pulled alongside his black SUV. Suddenly, shots were fired from the other car into Alvarado's vehicle.
