On Monday, July 31, 2023, at approximately 12:29 pm, a homicide occurred in the 1800 block of West Virginia Avenue, Northeast, Washington, D.C. The victim, identified as 44-year-old Russell Wiseman, was found after Fifth District officers responded to reports of gunshots in the area.
