On a cold winter evening in Washington, D.C., the life of Kevin Dennis Prater, a 31-year-old African-American male, was tragically cut short. On December 28, 2015, at approximately 8:20 p.m., Prater was shot and killed in the 1000 block of Savannah Street, SE. The incident marked another homicide in a year that had seen a significant increase in violence in the city.
