In the early hours of a spring Saturday, on April 1, 2006, the life of Delonta Kelsey, an African-American male just four days shy of his 18th birthday, was tragically cut short. Known to his friends and family as "Scooter," he was driving his vehicle in Washington, D.C., when he was fatally shot.
