In the late hours of a Friday night in Washington, D.C., a burst of violence shattered the cold January air, marking another grim statistic in the city's homicide count. Roger Lewis Haggins, a 30-year-old man from Fort Washington, Maryland, was found inside his car in the 2500 block of Pomeroy Road SE, suffering from a gunshot wound.
