In the quiet neighborhood of Congress Heights in Southeast Washington, D.C., a life was tragically cut short on a Saturday evening. Jamar Bowman, a 28-year-old man, was found suffering from gunshot wounds on March 31, 2018. The incident occurred in the 700 block of Congress Street SE shortly after 6:40 p.m.
