On a summer evening in Washington, D.C., the life of Vincent Palmer, a 29-year-old Black man, was cut short by gunfire. The incident occurred at approximately 5:29 p.m. on Wednesday, June 6, 2018, in the 1300 block of Stevens Road, Southeast, near the Barry Farm neighborhood.
