In the early morning hours of October 28, 2022, a fatal encounter unfolded in an apartment building on the 900 block of Bellevue Street in Southeast Washington, D.C. Inside, 38-year-old Maurice Frazier was spending time with his girlfriend, preparing for her graduation ceremony that was scheduled for later that morning.
