In the summer of 2019, a wave of violence gripped Washington, D.C., and in the midst of this turbulent period, the life of Curtis Lowell Franklin, a 32-year-old Black/African American man, was tragically cut short. On the evening of Monday, July 22nd, at approximately 6:38 p.m., the sound of gunshots echoed through the 1300 block of Saratoga Avenue in the Northeast quadrant of the city. When police arrived at the scene, they discovered that Franklin had sustained multiple gunshot wounds.
