In the summer of 2019, a wave of violence gripped Washington, D.C., and in the midst of this turbulent period, the life of Curtis Lowell Franklin, a 32-year-old Black/African American man, was tragically cut short. On the evening of Monday, July 22nd, at approximately 6:38 p.m., the sound of gunshots echoed through the 1300 block of Saratoga Avenue in the Northeast quadrant of the city.
