In the late hours of a Sunday evening in Washington, D.C., the sound of gunshots shattered the night in the 4600 block of Hillside Road, Southeast. It was November 17, 2019, and a 17-year-old male named Shaquan Buggie, a resident of King George, Virginia, was in the area.
