On a cold Saturday night in Washington, D.C., the sound of gunshots shattered the evening quiet in the Park View neighborhood. It was January 16, 2021, when 23-year-old Inmar Edenilson Arias Hernandez was inside his vehicle in the 3600 block of 11th Street, Northwest. In an instant, his life was cut short by gunfire.
