In the pre-dawn hours of a Saturday in Washington, D.C., violence shattered the quiet of a Northeast neighborhood. On August 1, 2020, officers from the Metropolitan Police Department responded to a call in the 4800 block of North Capitol Street, Northeast. There, they discovered 24-year-old Djuan Proctor, a male resident of Northwest, D.C., inside a vehicle, suffering from a gunshot wound. Despite the efforts of emergency medical personnel, Proctor was pronounced dead at the scene.
