According to the Reno Police, Cisneros and Buggs had planned to rob the two individuals they were meeting. During the encounter, Cisneros, who was armed with a concealed gun, got into the backseat of the victims' car and sent a text message to Buggs indicating that the 'doors were unlocked.' Buggs then approached the car, wearing a bandanna to cover his face and armed with a gun, and pointed it at the person in the driver's seat. Cisneros also took out his gun and pointed it at the driver, demanding property. The person in the passenger seat intervened, grabbing Cisneros' gun and engaging in a struggle. The driver, in response, took out a gun and fired at both Buggs and Cisneros, hitting them multiple times.
When police arrived at the scene, they found both Cisneros and Buggs dead. The individual who shot them remained at the scene and cooperated with the investigation. The police investigation included interviewing witnesses and serving a search warrant at Buggs' residence, where they found evidence linking the home to the gun Buggs had during the incident. All guns involved in the shooting were recovered.
The Reno Police Department conducted a thorough investigation, which included statements from the victims and a witness who was with Cisneros and Buggs prior to the shooting. This witness confirmed that the pair had planned to rob someone and had left with guns. The police found that the statements from the victims were consistent with the evidence gathered, and as a result, no charges were expected to be filed against the individuals who shot Cisneros and Buggs.
