A 27-year-old Hispanic male, Carlos Arellano-Garcia, lost his life in the cold predawn hours of April 8, 2022, when gunfire erupted in the parking lot of a Les Schwab tire store in Hillsboro. The violence came suddenly, tearing through the stillness of the early morning. When officers responded, they found him lifeless beneath the harsh lights, the echoes of shots hanging in the air.
