In the early evening of November 1, 2020, the life of 33-year-old Solomon J. Blackbird, a male resident of Sioux City, Iowa, was tragically cut short. Responding to a call at 6:46 p.m., law enforcement found Blackbird in the 2600 block of Douglas Street, suffering from a serious gunshot wound. He was quickly transported to MercyOne for medical attention, but despite the efforts of medical personnel, he succumbed to his injuries.
The investigation into Blackbird's death swiftly moved
forward, with detectives from the Sioux City Police Department identifying a suspect in the fatal shooting. A warrant was issued for the arrest of 36-year-old Roderick D. Banks, charging him with murder. Investigators believed the motive for the shooting was possibly connected to a drug transaction between the two men. In an attempt to evade capture, Banks fled the state of Iowa.
Through the collaborative efforts of multiple law enforcement agencies, Banks was tracked to Prichard, Alabama. On February 8, 2021, members of the Gulf Coast Fugitive Task Force, acting on information developed by the Northern Iowa Fugitive Task Force, located and apprehended Banks without incident. He was subsequently extradited back to Sioux City to face legal proceedings for the death of Solomon Blackbird.
Initially charged with first-degree murder, Roderick Banks's trial began in Woodbury County District Court. However, the proceedings came to a halt when a plea agreement was reached. Banks pleaded guilty to the lesser charges of involuntary manslaughter and felon in possession of a firearm. As a result of the plea deal, he was sentenced to serve up to 15 years for the manslaughter charge and up to five years for the weapons charge, with the sentences to run consecutively. Due to his status as a habitual offender, he would be required to serve a minimum of three years before becoming eligible for parole. In addition to the prison sentence, the court ordered Banks to pay $150,000 in restitution to Blackbird's estate.
