In the chill of a December night in Sioux City, Iowa, a private citizen returning home stumbled upon a grim discovery that would shatter the evening's quiet. On the sidewalk in the near-north-side neighborhood, in the area of 17th and Ingleside, lay the unconscious body of 42-year-old Chad A. Thomas. The date was December 14, 2019, and the time was shortly after 10:04 p.m. Emergency dispatch had received a call about shots being fired just moments before Thomas was found.
