On a spring evening in New Haven, Connecticut, the life of 44-year-old Otis Lee Powell Jr. was brought to an abrupt and violent end. On May 17, 2014, at approximately 9:43 p.m., the sound of gunfire shattered the night near 465 Winthrop Avenue.
