In the quiet, pre-dawn hours of a Saturday in Hartford, Connecticut, the sound of gunfire shattered the stillness of the North End. On March 19, 2016, 33-year-old William Ward, a Black/African American man, was sitting in a parked car on Martin Street with 28-year-old Jeffery Vail. It was around 2 a.m. when an unknown assailant approached the vehicle and opened fire, unleashing a volley of bullets.
