In the quiet, pre-dawn hours of a Saturday in Hartford, Connecticut, the sound of gunfire shattered the stillness of the North End. On March 19, 2016, 33-year-old William Ward, a Black/African American man, was sitting in a parked car on Martin Street with 28-year-old Jeffery Vail. It was around 2 a.m. when an unknown assailant approached the vehicle and opened fire, unleashing a volley of bullets.
The city's ShotSpotter system registered approximately thirteen gunshots, immediately
alerting the Hartford Police Department. Officers were dispatched to the scene, where they found both Ward and Vail gravely wounded inside the car. Emergency responders rushed the two men to a nearby hospital in a desperate attempt to save their lives.
Despite the efforts of medical staff, their injuries proved to be fatal. William Ward, having sustained a single gunshot wound to the chest, was pronounced dead. Jeffery Vail, who had been struck multiple times in the torso, also succumbed to his wounds. Both men were residents of Hartford.
Detectives from the Major Crimes Division launched a double homicide investigation. In the immediate aftermath, police canvassed the area and followed up on several leads, but a suspect was not immediately identified.
