In the pre-dawn hours of August 3, 2019, the sound of gunfire shattered the quiet of Farmington Avenue in Hartford, Connecticut. Responding to an alert from the city's ShotSpotter system, police officers arrived to a grim scene. They discovered a young Hispanic man, 23-year-old Roberto Vargas, suffering from multiple gunshot wounds.
