On December 21, 2022, at approximately 1:50 a.m., Hartford police responded to a report of an unresponsive man near the intersection of Canton and Donald Streets. Upon arrival, officers discovered 23-year-old Jose Rodriguez, of Manchester, Connecticut, partially hanging out of the open passenger-side door of a stolen vehicle.
