In the late morning of September 18, 2016, a frantic cry for help shattered the quiet of the Shadow Lake Apartment Complex in west Little Rock, Arkansas. A woman, hysterical with grief, dialed for assistance, screaming that her boyfriend had been shot inside their apartment.
