In the autumn of 2016, a violent encounter in Pine Bluff, Arkansas, led to the untimely death of 56-year-old William Dulaney Sr. On the evening of October 27th, local police were dispatched to the corner of 13th and Sycamore following reports of a possible battery. Upon their arrival, they discovered Dulaney, a native of the city, suffering from a critical gunshot wound to his head.
