On March 17, 2023, the Sutter County Sheriff's Office responded to reports of two bodies near a vehicle in the area of Kempton and Brewer roads in Rio Oso, California. Upon arrival, deputies discovered 40-year-old Elk Grove resident Vicky Keovilayphone inside a blue Ford Explorer and 40-year-old Yuba County resident Derrick James Engelman approximately 50 yards away from the vehicle. Both individuals had sustained multiple gunshot wounds and were pronounced dead at the scene.
The discovery was made by a local farmer who immediately notified authorities. The Sutter County Sheriff's Office launched an investigation into the double homicide, initially withholding information about potential suspects or motives. Flores was charged with murder and conspiracy and booked into the Sutter County Jail.
