On May 1, 2023, at approximately 2 p.m., 68-year-old Israel Lugo was fatally shot near the intersection of West New and North Market Streets in Lancaster, Pennsylvania. Lugo, who was deaf and mute, was discovered lying in the street with multiple gunshot wounds and was pronounced dead after being transported to Lancaster General Hospital. An autopsy confirmed that he sustained gunshot wounds to the neck, chest, and forearm, and his death was ruled a homicide.
The investigation led to the arrest of 22-year-old Edwin Concepcion, who was charged with criminal homicide, carrying a firearm without a license, and possessing a firearm with an altered manufacturer number. Surveillance footage showed Concepcion following Lugo into a parking lot before the shooting. After the incident, Concepcion was seen fleeing the scene and entering a Lyft vehicle, which transported him to another location. Information from the Lyft ride, including the associated phone number and debit card, was linked to Concepcion.
A search of Concepcion's residence uncovered a black Springfield XD 9 mm handgun with an obliterated serial number, clothing matching what he wore during the homicide, and other incriminating evidence. Fingerprints on the firearm matched Concepcion's. Notably, Concepcion had a prior juvenile burglary adjudication in 2013, prohibiting him from possessing a firearm. Authorities have not established any connection between Lugo and Concepcion, and the motive for the shooting remains unclear.
Concepcion was held for court on the charges following a preliminary hearing and was scheduled for arraignment on June 9, 2023. The case underscores the critical role of surveillance technology and inter-agency collaboration in swiftly apprehending suspects in violent crimes.
