Investigations revealed that Rafael had participated in a gathering advertised on social media, promoting a scavenger hunt for hidden marijuana in the park. Witnesses reported that after Rafael located the hidden substance, he was pursued by two individuals who demanded he relinquish it. During the chase, he was shot.
Subsequently, authorities arrested 18-year-old Luis Rios and 16-year-old Jasir Escoto in connection with the homicide. Both have been charged with second- and third-degree murder, robbery, and related offenses. Rios is being held without bail, while Escoto's bail was set at $1 million.
