On a December afternoon in 2016, the quiet waters of a canal in Phoenix, Arizona, held a grim secret. It was on Monday, the 12th of the month, at approximately 2:00 p.m., that Phoenix police were called to the area of 6700 West Dobbins Road. There, in the Salt River Project canal, they discovered the body of 32-year-old Santana Acosta, a Hispanic male. It was soon apparent to investigators that Acosta had been the victim of a homicide.
